(1) A Teacher Service Commission shall be formed to recommend the appointment of vacant teacher and staff posts and the promotion of teachers and staff appointed to such posts in accordance with the posts approved by the Government of Nepal.

But Section 11th. The appointment of the teachers and staff of the community school where the local authority or the management committee has taken over the management and the promotion of the teachers so appointed shall be as prescribed. (3) To recommend the appointment of members as per sub-section (2), the Government of Nepal shall constitute a committee under the chairmanship of the Chairman of the Public Service Commission consisting of the Vice-Chancellor of Tribhuvan University and the Secretary of the Ministry and the person recommended by the committee shall be appointed as a member by the Government of Nepal. p>

(4) The term of office of the members appointed in accordance with sub-section (2) shall be five years and they may be re-appointed. p>(5) Other work, duties and rights and procedures of the Commission shall be as prescribed.

(6) Other conditions of service of the members shall be as prescribed. It will be as prescribed by the Government of Nepal by publishing a notice in the Nepal Gazette.
